Peter Blair

Partner, Public Sector Strategies

Peter is a Partner in Public Sector Strategies, an independent company that he established with a colleague in 1994 and which specialises in providing consultancy services to the government sector. His recent work includes advising clients on channel optimisation and developing a 'storytelling' approach for improving local performance on PSA/LAA priorities.

From 2006 to 2009, Peter worked at the Department for Communities and Local Government (CLG), where he was Head of Customer Insight and a founding member of both the Customer Insight Forum at the Cabinet Office and the Local Government Customer Insight Forum.

His recent work at CLG includes senior management of a small team as Head of the award winning Take-Up Campaign. He also developed the customer insight specification for the ‘Total Place’ programme and led on the applied use of customer insight to drive behaviour change in the take up of online waste and recycling services in Greater Manchester. The latter work includes the pioneering use of email marketing in Bolton Council.

Peter is an experienced programme manager and is well versed in the applied use of PRINCE2 and MSP principles for the successful management of multi-million pound Government initiatives, including acting as the Senior Responsible Owner for several National Projects during the implementation of the ?675M Local e-Government Programme between 2001-2006.

During the Local e-Government Programme at the Office of the Deputy Prime Minister (ODPM), Peter personally developed and oversaw the implementation of a Priority Outcomes approach designed to improve the monitoring of performance and risk management, as well as establishing a common programme legacy across all Local Authorities in England.

He also has a PhD from the University of Cambridge and is a Fellow of the Royal Geographical Society. His previous work experience includes roles at Capita Management Consultancy and the Association of District Councils.
